Deputy Director for digital identity at the Department for Digital, Culture, Media and Sport, Hannah Rutter, will discuss the current state of play of digital identity for the whole economy, including plans for future policy development and the impact of COVID19.

IS THE IDENTITY AND ATTRIBUTES EXCHANGE (IAX) VERIFY 2.0?

The UK Gov Verify scheme has had a mixed response with a number of the original IDPs pulling out in 2018. Verify looks set to be eventually deprecated, but UK citizens still need a way to engage and transact with government in an assured way. This session will look at a new scheme which places attributes at the centre of this with the Identity and Attributes Exchange (IAX). This scheme, whilst not Verify, may offer the way forward in C2G interactions.

This session will discuss what next for Verify and will IAX solve the UK government’s need for a seamless, usable, secure, citizen identity?

BREAKOUT SESSION - KEY LEARNINGS FROM DEPLOYING FACE VERIFICATION FOR GOVERNMENT PROGRAMS
National Digital Identity programs are progressing across the world, to make government services readily available to citizens. But there are challenges in implementing NDIs, especially when it comes to verifying the identity of citizens when enrolling and for ongoing authentication. iProov will discuss the key learnings from working with the UK and other governments to deploy face verification within NDIs in this session. Case studies will be presented to showcase the considerations required for the public sector when building out digital services for citizens.

BREAKOUT SESSION - DATA AND INTELLIGENCE: OUR BIGGEST WEAPON AGAINST IDENTITY THEFT

To protect against identity fraud, the major weapon in an organisation’s armoury is the data they hold on customers and the intelligence they can derive from this data, as well as their ability to access this in real time and rely on it to support their decisions. Accurate personal data is key. For larger organisations, a common challenge is having multiple customer records for different brands and departments, in multiple different formats on multiple different systems, with no interface to join these together and therefore no consistent risk profile on which to base decisions.

BREAKOUT SESSION - THE BENEFITS OF CENTRALISED DIGITAL IDENTITY

Centralised digital identity has clear benefits for local authorities and citizens. But with multiple services and legacy systems, it’s hard to know where to start. Join us for a brief tour of Auth0, a platform to authenticate, authorize, and secure access for any application, device, or users.

Together we’ll go over how Auth0 works, what features and functionality are most relevant to the public sector, and how these can be used to create a digital identity strategy including: Authentication and Federated Identity, Social Logins, Account Linking, Attack Protection, and Identity Verification. We’ll be using a fictional website called Travel0 to demonstrate the ease of providing authentication to citizens and organisations.

THE LOCAL AUTHORITY IDENTITY SURVEY 2020

Throughout September 2020, we hosted an online survey inviting Local Authorities to tell us about their journey’s into digital identity. We wanted to know about the projects that the LA’s were working on, what levels of expertise each council has internally and what further resources they would require to source.

Jessica Figueras presents some of the top line findings from the survey, closely followed by a short panel discussion around some of the results.

BREAKOUT SESSION - FRAUD: MOVING FROM DETECT TO PREVENT

In an ever evolving digital and real time world, customers are demanding services and payments fast, however this brings an inherently increased risk of fraud. Leaning on examples from financial services, this session explores the trends that are driving and evolving fraud and why it is becoming ever more important to prevent fraud upfront. Whilst this is a complex and daunting journey to achieve, the benefits are huge not only from a fraud risk perspective but also from a customer experience perspective.

We will touch on how you are able to move towards a prevention model and explore some key use cases that have helped organisations achieve tangible result.

BREAKOUT SESSION - OPEN BANKING FOR LOCAL COUNCILS: HOW TO FACILITATE VERIFIED CITIZEN TRANSACTIONS.

Open Banking can be used by over 38 million UK adults. That means any system using Open Banking to create assured accounts has access to those 38 million people. In today’s demo, Avoco will demonstrate how local councils (and others) can use existing identity systems to make the account creation process simpler, yet still assured.  To do this, we use The Open Banking API to let users’ login to a bank account to help generate an assured account at the council. At the same time, we let the user set up a recurring payment to pay for a council service. The process shows a way to use already checked and verified user data to make account creation and identity assurance, faster, easier, and more cost-effective. Avoco has spent a decade working on government identity systems and understands the nuanced needs of local and national government.

OPEN BANKING: IS IT A FIT FOR GOVERNMENT?

The second version of the EU regulation Payment Services Directive (PSD2) requires that banks made financial data available under customer direction. The result is Open Banking. Open Banking can deliver financial data, on request, and under user consent, to services. This can be used to give government services assurance that a citizen is legitimate by sharing bank checked data. It can also be used to facilitate payments.

This session will look at where Open Banking can be used in government services. It will also debate the pros and cons of Open Banking in a government context.
