David has worked in Local Government for 22 years, for Bury Council, the Association of Greater Manchester Authorities (AGMA) and the Greater Manchester Combined Authority (GMCA). David is a chartered (MRTPI) town planning professional and member of the Academy of Urbanism with experience in strategic planning, infrastructure and place making. David works within the Place Making Directorate and across the GMCA and Transport for Greater Manchester (TfGM). Leading and developing the GMCA’s strategic planning and infrastructure capacity, providing high quality, expert policy advice and thought leadership on strategic planning, infrastructure and town centre challenges to GMCA and its partners. This includes working with Local Authorities, colleagues across the GMCA and TfGM and external partners in a complex, evolving and political environment.
