Francis D'Silva
Acando NorwayFrancis D’Silva is an experienced technology strategy consultant with over three decades of consulting practice. He currently leads Acando Norway’s practice for Digital Health and Public Services Innovation. He works with clients in designing and planning transformation programs and executing innovation programs that utilize emerging technologies and business practices. He is regarded as a thought leader in Information and Analytics Strategy and Enterprise Architecture and Innovation Management. He has a deep understanding of the role of technology in society and government with an industry specialization in Health and Human Services. Since 2001 he has helped shape some of Norway's digital transformation programs in the health and public service sector. He has prior experience from the Insurance, Banking and Telecom sectors and as a director of strategic alliances. His interests are within the paradigms of “design-thinking” and “platform-thinking” aimed at driving innovation through partnerships in established organizations, especially public sector agencies. Since 2014, Francis has been writing and evangelizing around the topic of Sovereign Digital Platforms - sometimes referred to as Government as a Platform; a topic he first presented in May 2006. Francis holds an M.Sc in Applied Mathematics and started his career in technology in 1984. He is an active member of the board of the Norwegian Computer Society. He is also a Senior Member of the Association of Computing Machinery.
